A comprehensive lead paint inspection starts with a cover page that identifies the properties address, includes a drawing or diagram of the house or apartment being inspected, other pertinent information. The next two pages are for the history pages of the inspections. Page 4 is an explanation of the columns and how they are filled in on the LIRA (Lead Inspection Risk assessment) pages. The rest of the report is made up of the LIRA pages. One page is dedicated to each room including the Kitchen, Pantries, Bathrooms, Halls, Stairs, Basement, Porches, Exterior and Garage.

Using the XRF we test all the painted or coated surfaces that we can reach. The readings are recorded in the lead column of the LIRA. If they are violations of the State law they are circled in the lead hazard column.

After a Comprehensive initial inspection is conducted a risk assessment can be done. This is done by visually determining if there is any loose lead paint and all of the windows work the way they were intended to. The next step is to collect dust samples to determine if the levels of lead in the dust are acceptable to the State.

Risk assessments are a result of federal law. In order for the state to continue to collect and distribute HUD funding they had to develop a compliance that was less stringent and more in line with the federal rules. The result is a Letter of interim Control. Interim Control has the same basic protection from strict liability that is provided in the other two Letters of compliance. One of the differences is that there is a time line for this letter. It is only good for up to two years and needs to be reinspected after one year.

This refers to the EPA regulations. There is a federal law that requires contractors working on target housing (housing built before 1978 with at least one bedroom and not intended for the elderly) to take precaution to protect the residents from exposure to lead paint. When conducting a RRP inspection we will analyze only the areas that are going to be disturbed.

In the commonwealth of Massachusetts RRP rules for the most part are enforced by the Department of Labor and Work Force Development. There are two types of RRP contractor. The first is the contractor that can do renovations the second it the contractor that can do Moderate risk lead abatement.

Lead abatement is lead paint removal or covering with the intent to achieve compliance.
